Just before the meeting between the Foreign Ministers of the two countries, scheduled for Friday in Athens, Turkish authorities have raised the issue of the continental shelf, involving even areas outside the illegal Turkey-Libya Memorandum.
Five days before the meeting between Gerapetritis and Fidan, Turkey remains steadfast in asserting its unacceptable claims, alleging a Turkish continental shelf in the area between Rhodes and Karpathos, spurred by the continued research activities of the O/V AEGEO for the electrical interconnection of the Dodecanese islands.
On Friday afternoon (01/11), the Greek authorities issued a NAVTEX for the cable installation research by the vessel, set to occur from November 2-7 in a region between Rhodes and Karpathos, which lies within Greek territorial waters (with the exception of a small section in international waters) and clearly within the Greek undelimited continental shelf.
Following its previous week’s practice concerning the vessel’s research between Lesvos-Chios and Chios-Samos, Turkey issued its NAVTEX on Saturday afternoon (02/11) mirroring the previous ones.
In this NAVTEX, Turkey asserts that “part of the research area concerns the Turkish continental shelf yet to be delineated with coastal states” and simultaneously requests that all “research activities in Turkish jurisdiction areas be coordinated with the relevant Turkish authorities.”
It is noteworthy that Turkey raises the issue of the Turkish continental shelf in an area outside even the illegal Turkey-Libya Memorandum, staking a claim that can only be supported by the illegal and contradicting assertion to the Law of the Sea that islands have no maritime zones beyond the 6 nautical mile territorial waters.
These moves by Turkey illustrate how challenging the upcoming meeting of the Foreign Ministers of both countries will be next Friday in Athens. Greece steadfastly maintains its position to discuss only one difference—the delimitation of the continental shelf based on the provisions of the Law of the Sea and International Treaties—while Turkey seeks to discuss all its unilateral claims against Greece in a package form, with only vague references to International Law and a “fair” solution.
