These factors directly influence freedom of movement across borders, with rankings often shifting due to geopolitical events—like the Ukraine war’s impact on the Russian passport’s standing.
European passports, alongside those of Singapore and Japan, consistently top the latest global rankings, surpassing even the U.S. passport. The U.S., once a dominant player, has seen its ranking decline, a trend underscored by USA Today’s report that “U.S. citizens lead in seeking alternative residency and citizenship abroad.”
Powerful Passports and the Golden Visa Advantage
A recent analysis by global investment migration firm Astons highlights Spain and Greece as home to some of the world’s most powerful and accessible passports. These documents unlock visa-free travel to more countries than passports from the U.K., U.S., Russia, or China. Spain stands out as Europe’s leader, offering access to 177 countries, including 133 with no visa required. Greece follows closely, tying with nations like France, Germany, and Italy, granting entry to 176 countries either visa-free or via a simple visa-on-arrival process.
Spain’s passport owes much of its appeal to the country’s Golden Visa program, launched in 2013. This residency-by-investment scheme allows foreign nationals to gain Spanish residency—and eventual citizenship—by investing at least €500,000 in the local economy. Residency opens the door to free movement within the European Union, with citizenship and a coveted Spanish passport attainable over time. However, Spain’s Golden Visa program is set to end in April 2025, with a final application deadline of April 3. According to Astons, this closure “will leave investors and expats searching for alternative destinations offering comparable residency benefits.”
Greece Steps Up as a Top Alternative
With Spain’s program winding down, Greece emerges as the next best option. Its passport, matching the strength of other European heavyweights, is bolstered by an attractive Golden Visa program. For a minimum investment of €250,000 in real estate in less sought-after regions—or €800,000 in high-demand areas like Athens and Santorini since 2023—Greece offers residency within 60 days. Benefits include unlimited residency with no minimum stay, visa-free travel across the Schengen Area, and a pathway to citizenship after seven years. Its proximity to Middle Eastern markets adds further appeal.
Despite pushback from E.U. leaders against citizenship- and residency-by-investment programs, Greece’s Golden Visa remains highly sought after, especially as Spain’s scheme nears its end. However, rumors of changes in Greece’s program—possibly shifting focus to startup investments—suggest that time may be running out for investors. Alena Lesina, a real estate investment expert at Astons, warns that “interested investors probably have less than a year left to secure Greek residency and its associated opportunities.”
Comparing Options and Emerging Alternatives
Portugal also offers a compelling Golden Visa program, starting at €500,000 through fund investments, but its processing time stretches beyond 18 months—far slower than Greece’s three-to-five-month timeline. By contrast, the U.K. passport grants access to 172 countries and the U.S. to 171, while Russia (127) and China (96) lag significantly behind.
As global mobility becomes a priority, passports from Spain and Greece stand out not just for their power but for the residency pathways that make them attainable. With Spain’s Golden Visa sunsetting and Greece’s future uncertain, the race is on for investors and travelers to secure these gateways to the world.
